Grants terms and conditions

Exeter Fund Conditions

All grant applications will:

  1. Be made online through the Council’s grant application portal: the application process is straightforward, but any support needed to complete it can be given by your local Community Builder
  2. Only be accepted from groups with bank accounts in the name of the organisation/group. (Applicants without bank accounts should contact their local Community Builderfor support)
  3. Be supported by copies of appropriate policies and insurances as required - for example appropriate Safeguarding Policies where working with children and vulnerable adults, public liability insurance, Equality and Diversity Policy, and Health and Safety Policy; all of which must be up-to-date and comply with current legislation. You should also have DBS certificates for anyone working with vulnerable groups. You must be able to provide these to ECC upon request. If you don't have the required policies or certificates in place, please contact your local Community Builder for support.
  4. Demonstrate that the project ties in with one or more of the city council priorities and how it meets the demands of development across the city.
  5. Demonstrate that at least 75% of people benefiting from the project live in Exeter, in the case of City Grants, and in the case of Ward Grants.
  6. Demonstrate that there is community support for the project - see how you can demonstrate support.
  7. Be required to give feedback about how the grant has helped to contribute to one or more of the key priorities. You will need to supply details of how the grant funding has been spent and upload a simple summary and impact report (including photographs) within one month of project completion. Follow on reports may be requested for projects in receipt of large grants. Invoices should be kept for the year of the project delivery for auditing purposes should this be requested.
  8. Acknowledge Exeter City Council support in project publicity material by using the logo we will provide for you.
  9. Give Exeter City Council the right to share information you have provided in public reports and publicity material.

 

All grant applicants will need to confirm that they understand:

  1. Funds must only be spent as detailed in the project application.
  2. Funds cannot be allocated to individuals or private/for profit enterprises.
  3. Funds cannot be allocated retrospectively.
  4. Funds not spent must be returned to Exeter City Council.
  5. Repayment of the fund can be required at the sole discretion of Exeter City Council if you supply false information or you do not spend funds within 12 months.
  6. All organisations should evaluate their funded projects when they are complete, so we can understand the impacts, outputs and outcomes achieved.
  7. Any applicants delivering project/ event rooted in religion, must refrain from promoting religious views and beliefs.
  8. Due to limited availability of funding and high demand, it should be noted that there is no guarantee that an applicant will receive the full funding amount applied for.
  9. There is no right of appeal against Panel decisions.

 

What we do not fund:

  1. Funding for projects will not be awarded to organisations if there are outstanding evaluation/impact reports from previous grant awards.
  2. Building or significant repair projects to a physical space (e.g. community centre, etc)
  3. On-going organisational running costs such as wages, utility bills, rent, etc.
  4. Grant making organisations.
  5. It is unlikely that we will fund a project more than once in a 12-month period, although we will accept applications from organisations who are holding funds on behalf of a number of smaller local projects. There is a maximum of £3,000 that can be awarded in any financial year.
  6. Large projects where a small grant would not make a significant difference.
  7. National or regional charities, unless there is a local branch with its own management committee and bank account.
  8. Overseas travel.
  9. Promotion of political or religious beliefs.
  10. Sponsorship and/or fundraising events.
  11. Statutory bodies e.g. health services; local councils.
  12. Schools/colleges/universities: internal/curriculum-based projects would not be eligible but projects that are outward and community facing might be eligible depending on the nature of the project and if led by a community group.
  13. Schools/preschool/colleges: grant funding cannot be deposited into a bank account of a local authority (e.g. Devon County) – if schools/preschool/colleges do not have their own bank account, they must work with a local community group and use their bank account to apply for funding.
