Senior Management Officers

Following a varied and successful public sector career at national, regional and local levels across the NHS and Local Authorities in England and the Channel Islands, Jo began working for the Council in July 2017.

As a Strategic Director Jo is a member of the Council’s Strategic Management Board and has led a wide range of service and corporate functions. Jo’s core is working with members, staff, customers, stakeholders, and external partners developing services that support staff and customers. Jo is currently leading the Local Government Reorganisation Programme, the Council’s Digital and Data; HR and Organisational Development Departments.

Jo also provides strategic leadership for the City’s ground-breaking Wellbeing Exeter Alliance and received a British Empire Medal in the Queen’s Birthday Honours in 2021 for this work.

Alongside her role as a Director for Exeter City Council Jo was previously the Chair of the Board of Strata Services Solutions Ltd (an ICT company owned by Exeter, East Devon and Teignbridge District Councils leading the transformation of the business to enable the local authority owners to deliver on their ambitious digital, customer, financial and organisational change strategies.

Jo is a member of the Local Government Association’s Peer Review and Transformation Experts programmes and is a qualified Level 7 Executive Leadership Coach and Mentor.
