A clear and phased transition to a new system of local government
Local Government Reorganisation (LGR) is a complex but carefully managed process. It does not happen overnight. Instead, it follows a clear sequence of national, legal, and local steps designed to ensure continuity of services, democratic oversight, and a safe, well-planned transition for residents, staff and partner organisations.
Although the exact timetable will be determined by the Government, the stages below outline the typical pathway that all areas undergoing LGR follow — as well as the specific steps expected in Devon.
15 August - 26 September 2025 - Engagement period
Exeter City Council led engagement activities across Exeter and the surrounding areas to gather views and test early aspects of the proposal.
3 November 2025 - Special Strategic Scrutiny Committee
Scrutiny members received a detailed report on the emerging proposal, including how members, partners and stakeholders had been engaged and how their comments were shaping the final model.
25 November 2025 - Full Council
Full Council considered the final proposal ahead of submission to Executive.
26 November 2025 - Special Executive Meeting
Executive formally reviewed and approved the final proposal.
28 November 2025 - Submission deadline
Final proposals submitted to Government for assessment.
Feb 2026 - Government public consultation
Government undertakes statutory public consultation to hear local views on the future structure of local government in Devon.
May – August 2026 - Ministerial decision
The Minister announces which proposal(s) will be taken forward and sets out next steps.
May 2027 - Shadow elections
Shadow elections take place. Shadow Councils begin operating alongside existing councils to prepare for transition.
May 2027 - Parish council elections
Parish council elections take place.
1 April 2028 - Vesting Day
New unitary councils come into existence. All existing district and county councils are abolished, and the new governance system begins.
