Planning application fees
The fee for a planning application varies according to the type of application it is and the size of the proposal. Fees are set nationally by the Government and are the same in England.
The Planning Portal produces a Guide to fees for Planning Applications in England, which can be found via the following link: What it costs - How to apply - Planning Portal. It also includes a Fee Calculator, which can be used to calculate the fee of your application automatically.
In certain circumstances, concessions or exemptions from payment will apply. The following applications are free:
- Listed Building Consent
- Certificate of Lawfulness of Proposed Works to a Listed Building
- Planning permission for relevant demolition in a Conservation Area
- Works to Trees covered by a Tree Preservation Order or in a Conservation Area
- Hedgerow removal notice
Please contact the planning department if you are unsure if a fee applies to your application and how much it will be.
Please note the Planning Department also offers a pre-application service, which we encourage to ensure that the right type of application is submitted and that it stands the best chance of being approved as quickly as possible. This is currently a free service except for major development proposals.
Planning services charges
To provide an efficient and cost-effective planning service, Exeter City Council encourages the use of the Planning Portal to submit planning applications and to pay the relevant planning fee. The application, including any plans and supporting documents, will be sent directly to the Council’s planning registration system. Please note that for applications attracting a fee of over £100, an additional service charge is applied (please see What it costs and How to apply on the Planning Portal).
Please note applications not submitted using the Planning Portal will be charged an administrative fee by the Planning Department, due to the additional work required to register it.
Our chargeable planning services
Some planning services cannot be provided via the Planning Portal, for example:
- Pre-application advice,
- Planning history or property searches,
- Printing,
- Saving additional documents to applications,

How to pay
If you would like to pay for a service that is listed on our charging sheet, please contact planning.admin@exeter.gov.uk to request a service and a custom payment link will be sent to you. Currently, we are only able to accept online payments for additional planning services and these are non-refundable.
