Exeter is growing and changing. Through the Exeter Partnership, we are working together to support Liveable Exeter, the Council`s transformational regeneration programme to deliver high-quality, sustainable homes that meet local needs and create healthy, vibrant and connected neighbourhoods across the city.
Housing plays a vital role in Exeter’s future prosperity, wellbeing and sustainability. By bringing together public sector organisations, developers, education providers and businesses, we aim to unlock opportunities, tackle barriers to delivery and support a thriving housing market for the city.

To work collaboratively to drive housing and deliver high-quality, market and affordable homes in Exeter.
Our priorities
The Housing Theme Group is focused on shared priorities that will help shape the future of housing delivery in Exeter.
Supporting housing delivery
We want to promote a strong pipeline of housing sites across the city and support the delivery of homes that align with Exeter’s “brownfield first” approach. This includes encouraging regeneration opportunities and helping unlock more complex development sites.
Building skills and local capacity
The group is working with partners including Exeter College and Building Greater Exeter to strengthen pathways into construction and inspire more people to join the industry. We also want to grow the pool of local contractors and SME house builders operating in the city.
Encouraging collaboration
We are sharing knowledge and learning with other cities and organisations to explore new approaches to regeneration, housing delivery and neighbourhood planning.
Tackling barriers to development
The partnership recognises the challenges involved in delivering housing on brownfield land, including infrastructure constraints, supply chain pressures and viability issues. We are working together to identify solutions that help accelerate delivery and attract experienced regeneration companies to Exeter.
Progress so far
Partners across the city have already achieved several important milestones, including:
- Submission of the Exeter Plan for examination, supporting the delivery of about 14,000 homes by 2041.
- Launch of the South West Housing and Construction Conference by Homes England in Exeter.
- Development of an Exeter Housing Pipeline with support from Homes England.
- Relaunch of the Building Greater Exeter partnership.
- Completion of Phase 1 of Whipton Gardens, providing 35 social rented apartments for older residents as part of a wider affordable housing development.
Key actions for year ahead
In 2026, the Housing Theme Group will continue to expand its partnership working and focus on practical projects that support growth and delivery across the city. This includes exploring opportunities for a construction skills academy, identifying strategic infrastructure challenges affecting housing growth and bringing organisations together to identify future housing opportunities in Exeter.
