1. Planning Committee Debate and Decision Process
The Planning Committee process begins with public and councillor speaking, followed by an officer presentation. The chair will then invite questions from members and open debate. Motions (e.g. to approve, defer or refuse) must be seconded before they proceed to a vote. Amendments can be proposed and voted upon.
The decision is confirmed if the final motion is carried. The Planning Committee Flowchart sets out this process visually. These arrangements follow Standing Orders 19A and 44 of the Council's Constitution.
