8. How CIL rates are set - Charging schedule
CIL is a locally set charge on new development which the council initially introduced in Exeter in 2013. A revised CIL charging schedule was adopted 1 January 2024. This was prepared on the basis of viability evidence, public consultation and an independent examination.
The new charges clarify rates for flats, build to rent, co-living and purpose built student accommodation.
